Not just "to some degree", Phillip. As you can see if you read the Lerner Newspaper article from 1986, we're 30 + years into this....it's 100% true in our neighborhood.

IMHO the owners of the buildings around the area, at least more of them have to care
If they are absentee and uncaring status quo will continue
But we also have to ask. What is the rebranding and streetscape of Howard? Is it real?
If it is then negative loitering shouldnt be tolerated anywhere nearby Howard
